As you may be aware, the Phase I U.S. China Trade deal was signed, January 15, 2020. The text of the agreement and a corresponding fact sheet are available to HCA members. In a post signing interview, it was suggested the 15% to 7.5% and the (available to HCA members) notice from the USTR indicates that the rate of duty on all 301 List 4 A products will be reduced from 15% to 7.5%, effective February 14.
List 4 B Tariffs which impacted many finished consumer goods, such as toys and apparel, were pulled prior to the original effective date of December 15, 2019, as this deal was being negotiated.
Tariffs remain on List 1,2 and 3 listed goods (360 Billion) unless Exceptions or specific Exclusions have been granted by the USTR.
