HCA Advocacy: Protecting Our Industry & Consumers
The Halloween & Costume Association (HCA) advocates for policies supporting a thriving, safe, and innovative industry. We engage with national and state governments throughout the year to address regulations impacting manufacturing, importation, and child-product safety.

HCA collaborates with influential industry groups, including the National Association of Manufacturers, the Toy Industry Association, Shop Safe, and the Americans for Free Trade Coalition. Working together amplifies our voice on critical issues such as trade policies, safety standards, and regulatory compliance that affect our members and consumers. Together we can make an impact on policy.

Our advocacy efforts include:

  • Legislative & Regulatory Monitoring – Tracking federal and state policies that could impact our industry.
  • Government Engagement – Representing member interests in discussions with legislators, regulatory agencies, and policymakers.
  • Industry Coalition Partnerships – Aligning with like-minded organizations to strengthen our influence.
  • Crisis Response & Legal Support – Expert guidance during regulatory challenges and urgent industry concerns.

HCA’s General Counsel, Rick Locker, Esq., leads our advocacy initiatives and ensures our members' voices are heard in legislative and regulatory matters.
